Vote in the poll for the option you want, or add a new option in the comments.

Idea #1: Arbitrary Favor Points At the time of character creation, a grader looks at the thread and gives it between 1 and 10 points depending on what sort of favor the backstory would merit (i.e. joined yesterday = 1 point, joined 3 months ago maybe 3-7 points, obv depends a lot on content of backstory) A grader looks at each thread and may assign people points based on their actions in the thread. Number of points given depends on what actions the person takes and how many times (15 posts of sitting around doing nothing probably won't earn any, destroying 3 towns would earn points for each town probably. Maybe make some sort of logrhythmic curve function thing to provide decreasing returns (i.e. a new follower of Darkrai could earn a point by tripping a kid and taking his candy, but that wouldn't earn a point for someone who already has medium or high favor. Preferably this should follow common sense of the grader but we can codify it if necessary) No cap on favor points. You have 100 favor points? Cool! I have 150! Pros: reasonably fair to all groups of players, somewhat flexible Cons: no customization, a lot of work for the mods, may devolve into a hard stat system and become frustrating to deal with
Idea #2: Partial Favor Counting Similarly uses an arbitrary number of favor points, but half of the favor points a person earns must be assigned to one of their abilities. This allows for better customization - a person's ability to use one of their powers is the sum of their "base" favor and their "ability-specific" favor. Pros: better customization Cons: forces customization to a degree, uses arbitrary point values
Idea #3: Everyone is Equal! What it sounds like. Assume that anyone else you encounter has abilities exactly or at least roughly as strong as yours are and act accordingly. The #1 rule of roleplaying by this system is that anything anyone does works partially but not necessarily as intended. Pros: a lot less work, doesn't favor any one group Cons: no incentive to improve, requires a reasonable amount of trust.
Idea #4: Trust Each Other Assume that everyone else knows what they're doing and can accurately determine how much favor they should have. Pros: a lot less work Cons: prone to god modding, low incentive to improve, requires a lot of trust.
Idea #5: Communal Grading Community members vote on what broad level of starting favor someone should have when they make their character. Favor is broad and fuzzy with categories like "Low Favor/Newbie" "Some Favor" "More Favor" "Lots of Favor" "Super Favor" or whatever (I'm proposing ideas not making names here xD). If someone wants to move up a level of favor they ask for a community vote to improve their favor. This can only happen once every x days/weeks. Pros: simple, easy to understand, allows for a lot of input and such Cons: prone to hivemind issues, doesn't take into account nuances, no customization.

My idea is that You give the RPer A scale of 1-10 to rate how high their favor is, but the highest the favor can go is 7. The other 3 points are to be gained through RP. This would of course give the RPer some freedom to decide how much favor they have while preventing anyone from making their character too strong. I guess that's what the first option is, but it is a little vague so i'm posting this here just in case.

I like cojemo's idea as well. But i saw we change it a bit. maximum given amount from RPer can be 5, then either a mod or trusted members can read of the OCs history and determine if they deserve the other point or two if said RPer wants it. This way they can still have the potential to be above average but someone cant come in and be above average despite having only followed a god for a week and having done nothing.
